If for some reason you don't have one of those, but rather some other program such as Microsoft Paint, then you can always use the type tool to do your cutting out. It usually works pretty well unless the image is really intricate or has a lot of small details. Another option is of course to just ask someone else who does have one of those programs available. There are many different types of plotters in the market and I would suggest that you get the one that is best for your needs. To do this, just go online and search for plotter drivers so that give you a list of plotters and plotter drivers available in the market.
